- Bank Linkage
- SHG Bank Linkage programme aims to enable the poor households in accessing adequate formal credit at their doorsteps through their membership in SHGs with a cheaper rate of interest.
- The growth of SHG bank-linkage in the state of Andhra Pradesh is phenomenal. AP state stood in first position in the country with 30% of National share with 99.83% recovery under SHG Bank Linkage programme with yearly bank linkage disbursement of around Rs.35,000 Crores in both Rural and urban areas.

YSR CHEYUTHA
- The Government of Andhra Pradesh is committed to the welfare and development of all segments and implementing various welfare programmes to benefit the poor in the State through "Navaratnalu". As part of the overall development agenda and economic empowerment of women, the Government has introduced a New Scheme named as "YSR CHEYUTHA" under Navaratnalu.
- YSR Cheyutha is one such prominent scheme specifically targeted towards the welfare of the women in the state. Under this scheme, financial assistance of Rs. 75,000 (over 4 years in four tranches) will be provided @ Rs. 18750 per annum to approximately 26 lakh women between the age group of 45-60 years, belonging to SC/ST/BC/Minority communities. The scheme does not impose any conditions on the end-use of the funds and the beneficiaries can invest them as per their choice or requirement into existing livelihood activities or for setting up new enterprises.
- Through this scheme, the government aims to channelize these funds into sustained and long-term advantage by encouraging Enterprising among the YSR Cheyutha beneficiaries. This unique scheme will bring together various institutions viz., the Banks, Business Promotion Associations, Universities, Research Institutes, Corporates, Business houses as stakeholders for creating a comprehensive ecosystem and promoting enterprising activities across agriculture, animal husbandry, handloom & handicrafts and retail business sectors.
- This scheme will ensure tie-up with business houses and corporates to provide end-to-end solutions from technical support, capacity building and marketing support.
- Government of Andhra Pradesh has entered into MoU with Amul, Hindustan Unilever, ITC Limited, Reliance, and Procter & Gamble, Ajio Reliance, Tanager, Grameena Vikaskendram, Mahendra&Khyethi, Kalgudi, GAIN, IRMA, NIINE, P&G and Ayekart for promoting livelihood activities/livelihood value chain promotion in Textiles, Home based food products, Agriculture implements, Agri/Horticulture by-products,Sanitary Napkin availability in the Cheyutha retail shops, Shade nets / Poly houses and Handcrafts & Handlooms online business marketing through e-marketing, GoAP planning to partnership with Amazon, Flipkart for e âmarketing and also planning to have partnership with more multinational companies to promote rural livelihoods for YSR Cheyutha Beneficiaries.
- Through YSR-Cheyutha, nearly 26 lakh families will be engaged in vibrant livelihoods, by utilizing the direct assistance of Rs. 18,750 every year and by raising additional finance ranging between of Rs.56,250/- to Rs.1,00,000/- through bank linkage and Streenidhi. The investments are expected to create additional jobs, positively impacting agriculture, animal husbandry, handloom & handicrafts and retail business sectors.

- The 4th year YSR Cheyutha scheme, scheduled to be launched by the Honourable Chief Minister on 07th, March 2024 benefiting 26.98 lakhs women beneficiaries with an outlay of Rs.5060.49Cr. through YSR Cheyutha 1st, 2nd, 3rd & 4th Installments GoAP has released an amount of Rs.19189.59 Cr. it is a watershed moment in the history of Andhra Pradesh, transforming the rural economy, spurring growth and gravitating women towards social and economic empowering, thereby creating a progressive society.

- YSR CHEYUTHA MAHILA MART
- The Cheyutha Mahila Mart, an initiative by the government of Andhra Pradesh, aims to enhance the empowerment of women by establishing a platform for them to sell their products.
- By offering products at competitive prices, these marts ensure that women can access affordable goods while also fostering a convenient and secure shopping environment. So far 51 YSR Cheyutha Mahila Marts have been established with an daily average sale of @1 lakh per mart cumulatively Rs.84.61 Cores business is done in last one year. In Anakapalli District alone 5 YSR Cheyutha mahila marts have been established
- Cheyutha Mahila Mart empowers women in a number of ways.
- 1. First, the marts provide women with a platform to sell their products. This allows women to earn an income and to support their families.
- 2. Second, the marts help to improve the economic status of women. By providing women with a way to sell their products, the marts help women to become more financially independent.
- 3. Third, the marts provide women with a sense of empowerment. By participating in the marts, women are able to take control of their economic future and to contribute to the development of their communities.
- For these efforts, the Skotch organization has announced Skotch Gold Award for the successful implementation of SHG women owned and running most efficient manner of the Cheyutha Mahila Marts through the Society for elimination of Rural poverty (SERP), resulting women contributing the GDP growth in the state of Andhra Pradesh .

YSR Aasara
- YSR AASARA
- Government is committed to the welfare and development of all segments of the society and implementing various welfare programs to benefit the poor in the State through "Navaratnalu" Schemes. The Government has introduced a scheme named as âYSR AASARAâ under Navaratnalu, for providing the financial assistance to Rural and Urban poor women in Self Help Groups who availed bank finance to meet their financial needs by reimbursement of entire bank outstanding amount as on 11-04-2019.
- The objective of the scheme is to reimburse the entire bank outstanding loan amount as on 11.04.2019 directly to the Groups Savings accounts of the SHG women in four installments from financial year 2020-21 through the respective welfare Corporations. This will create access to enhanced livelihood opportunities, income generation and wealth creation at the household level, on a sustainable basis leading to better standards of living of poor SHG members both in rural and urban areas.
- Through this scheme, the government aims to channelize these funds into sustained and long-term advantage by encouraging "Enterprising" among the YSR AASARA beneficiaries. This unique scheme will bring together various institutions viz., the Banks, Business Promotion Associations, Universities, Research Institutes, Corporates, Business houses as stakeholders for creating a comprehensive ecosystem and promoting enterprising activities across agriculture, animal husbandry, handloom & handicrafts and retail business sectors.
- For this the GoAP has already entered into MoU with Amul, Hindustan Unilever, ITC Limited and Procter & Gamble in the presence of Hon'ble Chief Minister. In the 2nd year also the Government entered into MoUs with AJIO Reliance, Mahindra & Kheyti, Grameen Vikas Kendra (GVK), Tanager, Kalgudi and GIAN.
- The scheme was launched on 11th September, 2020, which aims at reinforcement of Women Empowerment efforts in the state and strengthen the economic development of poor SHG women in both rural and urban areas. The 7,98,395 SHGs will get benefit of an amount of Rs. 25,570.80 Crores over a period of four years. So far in four installments an amount of Rs. 25,570.80 Crs was disbursed.
Unnathi
- SERP established Unnathi component in the year 2014 with the objective of promoting sustainable livelihoods to Poorest of the Poor families, especially Scheduled caste and Scheduled Tribes by mobilizing financial resources through multiple channels and to join them into egalitarian society. In concise, enhancing the income of POP family to an annual income of Rs One lakh over a period and a significant improvement in human development aspects are considered the twin mandates of the proposed strategy.
- During 2010-11, PoP concept was launched for supporting Poorest of the Poor families where ultra poor families were identified and extended financial and technical support to create awareness on how to establish livelihoods. Priority was given to SC & ST families as most of them fall under PoP category.
- After creation of Unnathi component, Needs of 25 lakh SC & ST SHG women were identified. Every precaution was taken to facilitate these SHG women to choose the best possible practicable livelihood in her vicinity.
- During the year 2020-21, it is scheduled to extend financial assistance to 1.25 lakh SC & ST SHG women to create livelihoods with the available recovery funds. The financial support is in the form of interest free loans. Beneficiary has to create asset to earn income and repayment has to be done as per schedule. All beneficiaries making regular repayment will be bestowed with interest loans.
YSR Sunna Vaddi
- Introduction
- The YSR Sunna Vaddi Scheme aims to encourage better repayment culture, economic empowerment and to reduce interest burden on the Rural and Urban Self-Help Group members on their bank loans.
- To relieve them from the clutches of poverty, it was pertinent to address key areas of concern, which were pulling the women back from investing capital into income generation activities.
- Hence, the government addressed these key areas through the introduction of multiple welfare programs under Navaratnalu namely, Amma Vodi, Vidya Deevena, Arogyasree, Widow/old-age pension etc. as a first step towards welfare.
- It is now time to address the needs of livelihood opportunities and enterprise promotion, which will pave the way for sustainable wealth creation at the household level. As such, in order to elevate the women out of this debt trap and financial burden, the Government of Andhra Pradesh has introduced the YSR Sunna Vaddi scheme, which will reimburse the interest amount of the loan outstanding amount up to Rs.3 lakhs, directly to the bank loan accounts of the SHGs.
- Under YSR Sunna Vaddi, so far disbursed Rs. 4969.05 Cr benefitting to 1,05,13,365 SHG members in four instalments which aims to encourage better repayment culture, economic empowerment and to reduce interest burden on the Rural and Urban Self-Help Group members on their bank loans.
- Govt. of AP has also taken one step forward and entered into the agreement with the MNCs like Reliance, Allana, Amul, ITC, P&G etc to gear up the beneficiaries towards empowerment.
- In the 2nd year also the Government entered into MoUs with AJIO Reliance, Mahindra & Kheyti, Grameen Vikas Kendra (GVK), Tanager, Kalgudi and GIAN. These companies are to provide the technical know-how, marketing and entrepreneurship opportunities and create a comprehensive ecosystem that promotes enterprising activities amongst the beneficiaries.
APRIGP
- APRIGP
- Andhra Pradesh Rural Inclusive Growth Project (APRIGP) is a new generation multi-sectoral 5-year project, supported by the World Bank and implemented by Society for Elimination of Rural Poverty (SERP), which started in June 2015. APRIGP aims to enable selected poor households to enhance agricultural incomes and secure increased access to human development services and social entitlements.
- Project Objectives
- The following are the objectives envisaged for the five-year APRIG project:
- - Enhancement of income of 2,50,000 targeted poor producers in the selected mandals.
- - 2,50,000 targeted poor households adopt appropriate health, nutrition and sanitation behaviors for improved human development.
- 1.1: Rural Value Chains
- The main objective of Rural Value Chain is mobilization of 2, 50,000 small and marginal farmers into Farmer Producer Groups (FPGs) and Producer Organizations (registered under APMACS Act). The incomes for these small & marginal farmers will be enhanced from agriculture and allied sectors through increased productivity and enhanced market access for premiere prices and value addition through Farmer Producer Organizations (FPOs). The project has established 168 FPOs across 161 mandals.
- - 3 lakh small & marginal farmers mobilized into Farmer Producer Groups
- - 1,29,726 farmers have received at least five value chain services
- - 2,83,309 farmers benefited through convergence activities
- - 860 Master Trainers identified and trained across 86 FPOs from 13 districts under SERP-ANGRAU partnership.
- - 2,02,235 farmers benefited from technical trainings conducted by ICRISAT, Dr. YSRHU & ANGRAU
- - 48,131 MT of collective marketing done through FPOs covering commodities such as cashew, mango, pulses, turmeric, tamarind, fruits & vegetables etc.
- 1.2: Rural Retail Chain
- Rural Retail Chain aims to establish a platform to market SHG-made products and other FMCG products to ensure increased access to quality goods at reasonable prices in villages. To strengthen the livelihoods of rural kirana stores, increase incomes of 7500 retailers and 7500 entrepreneurs (of whom at least 70% are Poorest of the Poor) by at least 50%. SERP provided 10 lakhs to each of these 71 Mandals as seed capital to meet the initial investment and working capital requirements. Under this component, the 71 MNS that are formed by aggregating 4624 Kirana store owners.

- 2: Human Development
- Human Development component aims to achieve SDGs through the adoption of life cycle approach??. HD component enables the poor and vulnerable sections to access health and nutrition services provided by the Government agencies. One of the flagship interventions under this component is the development of Village WASH Plans for the creation of Open Defecation Free (ODF) villages. Convergence activities are being undertaken under this component by the Department of HMFW for improving the health care services in the rural areas and by the Department of WDCW for improving the nutritional status of children and women in the RIGP mandals.
- - 15,78,053 HH received support through HDIF funds for WASH, H&N activities.
- - As part of Health & Nutrition to increase the nutritional status in tribal families, Mother poultry units are established one in each RIGP Mandal. 1,34,108 HH received backyard poultry interventions.
- - 261 Gravity Fed Water System are constructed benefiting 51384 beneficiaries.
- - 50784 beneficiaries under 1000-day window period are covered under Nutri gardens in 6721 VO areas.
- - 140 model nutri gardens in 161 mandals from 19 units.
- - 20324 Health sub-committee members trained.
- 3: One Stop Shops
- One stop shop (OSS) envisages to provide financial and citizen services through kiosk model to beneficiaries from remote and backward mandals. To facilitate financial and citizen services at village level, 649 One Stop Shops have been established in selected 161 geographically remote and backward mandals. Through the 649 OSS 2,17,809 beneficiaries are accessing financial and citizen services.
- Following are the services offered at One Stop Shop:
- - Financial Services, with Stree Nidhi as a Business correspondent to banks.
- - Providing Citizen Services by establishing ??Mee-Seva portal at One Stop Shop
- - Persons with Disability (PwD) will be facilitated for Disability certification (SADAREM).
- - Grievance redressal mechanism to address their complaints.
- 4: Mission Support, ICT and Partnerships
- This component supports the mission'??s real time analysis, open data systems and feedback-based policy development at the state level. It aims to create an enabling ecosystem for innovation and transformation in delivering good quality services in the last mile planned under the other components mentioned above. Project has engaged with over 10 reputed research institutes, universities, technical experts and sector specialists and over 30 different market players for commodity marketing.
- 5: Project Implementation support
- This component strengthens the project implementation and finance dedicated staffing for the project activities that are attributable to outcomes of the project, consultancies, training and related material, office equipment, and operational costs. It supports Monitoring, Evaluation and Learning (MEL) systems, Financial Management systems, Procurement Management and Communication, etc.
Social security pensions
- Introduction
- The Government is committed to the Welfare and Development of all segments of the society and announced "Navarathnalu" comprising of various welfare and developmental programs to achieve this objective. As part of the Navarathnalu, enhancement of pension amount and reduction in the age criteria for old age pension is one of the important welfare measure to ameliorate the hardships of the poor and vulnerable sections of the society particularly the old and infirm, widows, and persons with disability to secure a dignified life.
- The Government has enhanced the Social Security Pensions amount for old Age Persons, widow, Toddy Tappers, weavers, Single women, Fishermen, ART (PLHIV) Persons, Traditional Cobblers to Rs.3000/- per month, Disabled persons to Rs.3,000/- per month, and also for people affected with Chronic Kidney Disease who are undergoing Dialysis to Rs.10,000/- per month.
- The Government has extended financial assistance in the form of Pensions to the people suffering from Thalassemia Major cases, Sickle cell diseases, Severe Hemophilia, Bilateral Elephantiasis, Paralysis, Severe Muscular dystrophy, Chronic Kidney disease patients, Multi Deformity Leprosy and Kidney/Liver/Heart Transplant. The pension amount is Ranging from Rs.3,000 to Rs.10,000 per month. With this people who are suffering with chronic diseases will get benefited and the pension amounts will be utilized for their medicine supplements.
- The Government has restructured the delivery systems to function as an effective mechanism for delivering Government Services at door step of all eligible households. Pension's at door delivery system is first of its kind in India, which has been commenced from 1st February,2020 in the state of Andhra Pradesh. Remarkably 2.60 lakhs Village and Ward Volunteers are participating in pension distribution from 1st to 5th of every month.

Streenidhi
- Introduction
- 'Streenidhi' is specifically created unique organization in the country, using technology to ensure low cost delivery of credit to the poor. All the processes at Streenidhi are technology based i.e. from loan request to the loan repayment thereby able to reach far flung villages.
- Stree Nidhi Credit Co-operative Federation Limited (Stree Nidhi) is an Apex Credit Co-operative Federation registered under the Andhra Pradesh Co-operatives Societies Actâ 1964 and has emerged as a financial institution catering to the financial needs of SHGs.. Promoted by the Mandal Samakhyas (MS) and Town Level Federation (TLF) of self-help groups (SHG) in association with the Government of Andhra Pradesh. Stree Nidhi has started its operations from 6th October 2011, Stree Nidhi Credit Co-operative Federation Limited is headed by a Managing Committee consisting of representatives from MS/TLFs, nominees from Government of AP and a Managing Director. Stree Nidhi since inception is earning profits. It is a low cost and self-sustainable model. From the beginning overheads are met from own revenue.
- Eligible Criteria
- - SHG regular under SHG-Bank linkage program.
- - Stree Nidhi loan repayment shall be 75% at Mandal Samakhya, 90% at Village Organization and 98% at SHG level.
- - SHGs should contribute full Samvrudhi Savings.
- - Loans should be allowed through biometric system in VO meeting only after due diligence process is over.
- Benefits
- - The maximum amount of loan to SHG member is Rs.100000/- and repayable with 11% interest rate in 36 installment without any processing charges with loan protection facility.
- - "Jagannanna Thodu" Loans disbursed through Streenidhi-AP. The Government of AP is releasing Sunnavaddi for Jagannanna Thodu loans.
- - Extended loans to YSR Chyeutha SHG beneficiaries through Streenidhi-AP.
- - The target for the FY 2021-2022 Rs.3000Crores.
- Achievements
- - Streenidhi, since inception i.e. from October 2011 to Aug 2022 has disbursed loans to an extent of Rs.13398.29 Crores to 42.33 lakhs of SHG members.
- - The achievement for the year 2021-2022 is Rs.2819.91 Crores (94%) to 7.90 lakhs members (132%) against target of 6 laksh members an amount of Rs.3000 Crores.
- - Loans outstanding: Rs.3399.20 Crores, NPA stands at 0.17%, Recovery of loans (DCB) 99.34%, as on 31.03.2022
- - Resources of Streenidhi is Rs.1217.95 Crores.
- - Streenidhi Accessed loans from 8 various banks and FIs to the tune of Rs.2697.13 Crores with Average cost of Borrowings is less than 8%.
- - As per the AP Cooperative Act 1964, the cooperative audit is being conducted every year and rated 'A' in the audit report.
- - RBI approved rating agency (Brick-works) has given "'A'-' Grade for FY2020-21.
- - Streenidhi is earning profits since inception (October 2011) Paying dividend @ 7% to Shareholders every year.
YSR Bima
- PMJJBY - YSR BIMA
- - Govt. of AP introduced Dr.YSR Abhaya Hastham (Insurance / Pension Scheme to DWCRA women) in the year 2009.
- - The scheme aims to provide relief to families of unorganized workers by covering death cases viz. natural, accidental and disability claims w.e.f. 02.10.2016.
- - Since Oct '17, with the convergence of GoI, new scheme under the names PMJJBY, AABY, PMSBY is being implemented.
- - Govt. of AP has nominated Department of Labor as the Nodal Agency
- - SERP is the implementing agency in rural areas and MEPMA in urban areas.
- - The scheme relies on members identified from unorganized sectors as per Praja Sadhikara Survey (PSS). Workers in the age group of 18 to 70 years & workers with monthly income not exceeding Rs.15,000/- are covered under the scheme.
- - 2,51,30,419 members' premium renewed under PMJJBY-YSR BIMA in 2019-20.
- - Average death cases per policy year : Normal - 1.02 lakh; Accidental - 10,000.
- - The LIC and United India Insurance Company are Insurance agencies for the policy year of 2019-20.
